Earl Lu Ming Teh (1925 - 2005) practised as a surgeon, a philantropist, and was the chairman of the Singapore Art Museum. He was also well-known as a painter of roses using Chinese brush. Beginning as a hobbyist painter who donated his art for many fundraising auctions, he became a patron for the visual arts, as well as supporting causes for humanity. 

This painting depicts a Chinese Lunar New Year celebration in Chinatown, with lanterns and banners over the festive street market. Painted in naif style, the colourful piece displays a childlike response to the colour and atmosphere of Chinatown during these celebratory times. The painting underlines the importance of the Lunar New Year to the Singapore Chinese community.
